Il 20 gennaio 2013 il W3C annuncia che l'Università di Beihang è il nuovo centro W3C per lo staff tecnico e le attività di leadership in Cina. Il W3C anticipa che una presenza dedicata favorirà le opportunità di collaborazione tra compagnie cinesi, sviluppatori Web, Istituti di ricerca, e l'intera comunità internazionale W3C che include membri da più di 40 paesi.
"La Cina è nel pieno di una espansione dell'innovazione" ha detto Jeff Jaffe, CEO W3C. "Nel campo IT, le compagnie cinesi si sono rivelate eccellenti nella messaggistica istantanea, giochi online, smartphones, motori di ricerca, e vi è un ecosistema fiorente di browser cinesi. Negli ultimi due anni il W3C ha beneficiato della maggiore partecipazione cinese, e noi auspichiamo che questo trend accelleri grazie agli sforzi dell'industria locale e dell'Università di Beihang. La participatione globale nel W3C consente alla nostra comunità di identificare le necessità generali per il Web e di condurre a soluzioni."
Nella sua nuova funzione, l'Università di Beihang invita gli sviluppatori Web, le industrie e l'Accademia ad assumere un ruolo maggiore nell'innovazione globale del Web.
Oggi la Cina è la seconda maggiore economia del mondo, con una quota crescente di attività online. Circa la metà della popolazione cinese ha una connessione Internet, la maggioranza delle quali è a banda larga. Il 66% degli utenti connessi accede ad Internet tramite dispositivi mobili. Web Index 2012 dice che "lo shopping online rappresenta il segmento in maggior crescita per l'uso di Internet in Cina" e da un rapporto dell'Aprile 2012 emerge che "[Intorno al 2015] la Cina probabilmente diventerà il più grande mercato di vendita al dettaglio online del mondo, con quasi il 10% di vendite che avverranno online."
Il W3C ha visto una crescita corrispondente nella partecipazione cinese, dovuta in gran parte all'impegno dell'Università di Beihang.
"Con sei anni di esperienza operativa nell'Ufficio cinese del W3C, l'Università di Beihang si è molto impegnata nel presentare, promuovere e favorire la diffusione degli standard Web in Cina," ha detto il Professore Jinpeng Huai, Presidente dell'Università di Beihang. "Con la continua crescita dell'innovazione nelle tecnologie dell'informazione e le relative applicazioni, l'information technology e l'industrializzazione sono diventate un tema importante nello sviluppo della Cina. Un numero crescente di tecnologie Web standardizzate sono state adottate da imprese cinesi ed istituzioni accademiche, e molte organizzazioni cinesi cominciano a giocare un ruolo importante nelle organizzazioni riconosciute per gli standard internazionali come il W3C."
Ora l'Università di Beihang, MIT, ERCIM e l'Università di Keio sono congiuntamente responsabili dell'amministrazione delle attività del Consorzio.
"Con l'importante supporto del W3C e della comunità, oggi l'Università di Beihang diventa la quarta istituzione ad ospitare le attività W3C" ha aggiunto il Professor Huai. "Questo è un passo importante della strategia di internalizzazione dell'Università di Beihang, che crea una piattaforma di aiuto per l'industria Cinese nella partecipazione all'ecosistema degli standard del Web. Considiamo questo come un nuovo punto di partenza e continueremo ad apportare contributi per costruire la Open Web Platform insieme al mondo industriale, alla comunità degli sviluppatori, alle istituzioni di ricerca, agli organismi per gli standard e le altre parti interessate."
Il World Wide Web Consortium (W3C) è un consorzio internazionale nel quale le organizzazioni membri, uno staff full-time e il pubblico, lavorano insieme al fine di sviluppare gli standard del Web. Il W3C porta avanti la sua missione principalmente attraverso la creazione degli standard del Web e di linee guida concepite per assicurare una crescita del Web a lungo termine.
